The most recent incarnation of Austin’s anti-gentrification task force, this time known as the Anti-Displacement Task Force<\/a>\u00a0held its final meeting on Friday, November 9, 2018.\u00a0 The purpose of the meeting was to finalize their draft final Anti-Displacement Task Force Draft Report<\/a>\u00a0and wrap up any loose ends.\u00a0 Two people testified during the public comment portion of the meeting.\u00a0 Here is what I said:<\/p>\n

Ladies and Gentlemen, the primary challenge before you is simple:\u00a0 <\/span>how much courage you are willing to display <\/span>through direct and precise language t<\/span>o genuinely challenge our city council to finally take <\/span>meaningful <\/span>action to arrest and reverse gentrification and displacement.\u00a0 <\/span>I see such courage in the faces of my neighbors every day; even when they\u2019re a hair\u2019s breath away from losing their homes, their communities, <\/span>their businesses,<\/span> their way of life.\u00a0 <\/span>These are the people you need to represent; the families that are most impacted by our city\u2019s odious real estate development practices.<\/span><\/p>\n

As a sailor I know that <\/span>when in turbulent waters it is not enough just to look at the waves you must also look beneath them.\u00a0 <\/span><\/span>I have sat where you are.\u00a0 <\/span>In my quarter century in this city I have served on predecessor bodies to this anti-displacement task force.\u00a0 <\/span>We too produced lists of policy recommendations.\u00a0 <\/span>It obviously wasn\u2019t enough. <\/span><\/p>\n

It should by now be abundantly clear that the real question you should have been spending the past several months investigating and debating is this:\u00a0 <\/span>why has the Austin city council over the past 20 years been engaged in destructive polices it knows <\/span>have displaced thousands of our fellow citizens and their families, and that have erased irreplaceable parts of our city\u2019s cultural heritage? <\/span><\/p>\n

We must understand the difference between symbols and substance,\u00a0 <\/span>programs and policies, and the differences between good intentions and meaningful action.\u00a0 <\/span>Earlier this year you endorsed the People\u2019s Plan, but key provisions of our plan are missing from your draft final report.\u00a0 <\/span>Would you care to explain why that is?<\/span><\/p>\n

For instance, our plan was very specific about the establishment of a new and distinct low income housing trust fund seed funded with $16 million dollars in general revenue.\u00a0 <\/span>I get that the neighborhood housing staff and others don\u2019t like that part of the People\u2019s Plan, but you\u2019re not obligated to do what they tell you they would or would not like.<\/span><\/p>\n

In conclusion, allow me to observe this:\u00a0 <\/span>it is an axiom of politics that when politicians don\u2019t want to do something, they establish a committee or task force to \u201cstudy\u201d the matter.\u00a0 <\/span>The Kerner Commission was one such body.\u00a0 <\/span>50 years ago it issued its findings and recommendations.\u00a0 <\/span>They infuriated President Johnson and jolted the conscience of a nation.\u00a0 <\/span>That\u2019s what you need to be doing now, here.<\/span><\/p>\n
